im not rating the product.  im rating the product description which doesnt tell me if it is just the dispenser or if it comes with purell.  also, why does the refill cost over 4x the dispenser?  Seems insane

the dispenser is only $10.88 but refill is $43.48 per package of 2 refills. Come on...that's a rip off for hand sanitizer!
